Granular Permissions for User Impersonation and User Impersonation Audit

User impersonation is a great feature, but in many cases, impersonation may only be needed for specific users to impersonate small groups of users or specific roles, such as a staff member to be able to impersonate only students. Administrators should also be able to view an audit trail of impersonation when it is used.

      I agree, users shouldn't be able to impersonate Platform Managers for example but it would be great to limit the role to specific user types (ie any student record)

      My idea was specific to substitute teachers but it would be encompassed under this idea.
