Right now, anyone with a Faculty persona has the ability to send communications, and some roles are automatically assigned that persona. However, we do not want those roles to have access to the messaging feature.

Having an all-or-nothing option at the persona level is too inflexible and doesn’t align with best practices — permissions and access should be managed at the role level, where we can more precisely control who has this ability.
